Thoroughbred Identity Card At Official Trials

I am advised by Stewards that some trainers are making it a habit of failing to present the Thoroughbred Identity Card for horses that are trailing for a permit to race. It is imperative that horses trialing for a permit to race have their TIC examined so that any discrepancies can be sorted out before race-day. Consequently Stewards give notice that as of the 1st December 2012 we will commence to penalise trainers who fail to present their TIC’s at official trials for horses trialing for a permit.
Any exposure you can give to this advice would be appreciated as we would prefer co-operation rather than penalties.

AR 59A. :

(1) No horse shall be permitted to start in a race or official trial unless one hour prior to the start the Document of Description or the Thoroughbred Identification Card of the horse is produced, if required, to the Stewards.

(4) A trainer and/or his duly authorised representative who fails to comply with the provisions of this rule commit a breach of these Rules.
